Introduction
The Government of NCT of Delhi has established a two-tier structure, consisting of the Apex Committee at the Government level and District Development Committees at the District level to encourage decentralization in decision-making and to provide responsive and responsible administration . These Committees involve elected representatives, Resident Welfare Associations, District Magistrates and District Level Officers of various departments and civil bodies.
OBJECTIVES
The broad objectives behind the constitution of these Committees are :-
- Provide a responsive administration at the district level.
- Decentralize decision-making in matters relating to all departments particularly public utility and basic civic amenities.
- Involve people directly, along with elected representatives in the planning, execution and monitoring of schemes, projects and policies.
- Institute an efficient public grievances redressal system at district level.
- Ensure balanced and equitable development across district.
- Strengthen control, supervision and monitoring of various schemes.
- Minimize delays cause due to multiplicity of authorities.
- Provide a single window approach to the public for resolving issues.
- Ensure speedy implementation of all plan schemes and projects.
STRUCTURE
It is a two-tier structure , consisting of :-
- Apex Committee at Government of NCT of Delhi level
- District Development Committees at the District level.
The District Development Committees from the backbone of the system , and Apex Committee reviews and evaluates their functioning
Composition of the Commitee
The composition of the District Development Committee is as follows:-
- One MLA nominated by the Chief Minister (For a period of one year by rotation) –Chairperson.
- Other MLAs – Members
- District Magistrate (Revenue)-Convenor.
- Zonal Committee Chairmen of the MCD- Members.
- Nominee of the Commissioner (MCD)/Chairperson (NDMC) not below the rank of an Additional Deputy Commissioner-Member.
- Nominee of Chairperson (DVB) not below the rank of a superintending Engineer –Member.
- Nominee of CEO (Delhi Jal Board) not below the rank of a supdt. Engineer -Member.
- Supdt. Engineer (PWD) –Member.
- Deputy Director of Education-Member.
- Deputy Director/Area Officer of transport Department-Member.
- District Officer, Social Welfare Deptt – Member.
- Assistant Commissioner (Food & Supplies) – Member.
- Representative of Health Department – Member.
- Representative of the DDA of at least Supdt. Engineer rank – Special Invitee.
- Representatives of 3 Residents Welfare Association by rotation – Members.
- Additional District Magistrates/ Additional Deputy Commissioner – Member.
Role and Functions
The role and functions of the committees are:-
- To identify the present plan schemes of all the department for the District.
- To ensure effective and time bound implementation of schemes by the respective departments .
- In prepare the District Level Plan for implementation.
- To constitute sub-committees, as when required for various subject matters .
- The Deputy Commissioner act as the convenor of the Committee and exercises the powers of the Chief Executive Officer of the District with regard to review and monitoring of schemes, after approvals have been obtained from the respective departments.
- Departmental members perform their role within the financial powers delegated to them for expeditious implementation of schemes and programmes.
DUTIES AND RESPONSIBILITIES
The duties and responsibilities include:
- Calling meetings for the monitoring development plans of the district.
- Reviewing and monitoring progress of the various projects.
- monitoring implementation of policies and scheme of the Delhi Government.
- Acting as a watch-dog over implementation agencies.
- Resolving district level related to implementation of projects and schemes.
- Making recommendation to the concerned minister and organizing meetings to resolve specific local problems without delay.
SUB-COMMITTES
- Sub-committees may be constituted by District Development Committee by passing a resolution to examine specific subject and issues.
Meeting Schedule
The committee meets once every month to review development progress and ensure timely execution of works.
